I wonder if Bill Weasley could tell us at least which enclave he's assigned to. Perhaps there are records or complaints. We've talked off and on about reaching out to the werewolves, and this could be an opening. Or, if not that, at least we might see if we could spare those poor souls being victimized if he's using his advantage in the ways you suspect.
